‘Average’ wage versus ‘minimum’ wages in selected cities in China

Urban workers are generally those with an urban hukou or residence permit but this figure may also include white collar workers from rural areas who have qualified for permanent urban residency. The Minimum wage levels are generally seen as applying to migrant workers, those workers from rural areas who seek work in urban areas but who are not eligible for urban status. This institutionalized discrimination affects all aspects of life from ‘average’ wage levels earned by unskilled migrants versus those earned by unskilled urban workers to the provision (or otherwise) of social security benefits, pensions, healthcare, educational opportunities, accommodation facilities and public security oversight and restrictions. For many migrants, the minimum wage is often the maximum wage and only earned with overtime, often far in excess of legal limits.
